Do not wipe off the lip balm. Soak a cotton pad in hot water that you can accept, and apply hot compress, pressing while applying. If the cotton pad becomes cold, change it or add some hot water, then wipe it gently and all the dead skin will come off. Be sure to be gentle, and apply some more lip balm when it is gone.
