In 2005, the European Union Scientific Committee on Consumer Products (SCCP) issued an assessment opinion SCCP/0869/05, stating that marigold extract/oil is phototoxic. Due to the lack of unproven safe use limits, it is recommended not to use marigold, small marigold, and cosmos extract/oil in cosmetics. Subsequently, the evaluation opinion SCCS/1551/15 pointed out that in leave-on cosmetics, the extracts/oils of marigold and cosmos are safe if the concentration does not exceed 0.01%. However, this conclusion does not apply to sunscreens and cosmetics specifically intended for exposure to natural or artificial ultraviolet rays. Therefore, SCCS believes that marigold extract/oil should not be used in such products. In 2016, SCCS pointed out that the maximum permitted concentration of marigold and cosmeceus extracts and oils in rinse-off cosmetics should be set at 0.1%. Although domestic regulations do not have clear restrictions on marigold flower oil and marigold flower extract, from the perspective of improving product safety and the success rate of imported cosmetics approval, it is recommended that when producing or importing cosmetics containing these two ingredients, the restrictions on their content and scope of use in EU regulations can be used as a reference.
